Context
The project supported the Guinean government in establishing a robust, transparent and operational National Forest Monitoring System (SNSF). This system plays a key role in providing reliable and up-to-date data, which is essential for guiding public policy decisions, supporting the sustainable management of forest resources and supporting the implementation of REDD+ actions and Guinea’s Nationally Determined Contributions (NDCs), in accordance with the Paris Agreement.
Activities carried out
The project activities cover all the steps necessary to establish an effective National Forest Monitoring System. They include:
- assessing existing data and updating forest statistics,
- stratifying the territory to improve emissions estimates
- strengthening national capacities
- developing procedures, guides and technical reports
The project also helps to address the major pressures on Guinea’s forests — mining, population growth and unsustainable agricultural practices — by mobilising nature-based solutions to build resilience and mitigate the impacts of climate change.
Finally, the SNSF is a strategic lever for facilitating access to international financing, which is essential for sustainable development and the conservation of forest ecosystems.

Expected results
- A comprehensive diagnosis of existing forest data was carried out, identifying reliable sources, gaps and priority needs for national forest monitoring.
- National data was updated, including the forest mask and land cover for 2020, as well as estimates of carbon stocks in above-ground biomass.
- A national stratification and sampling plan in line with IPCC recommendations was developed, forming the methodological basis for a future national forest inventory.
- The capacities of Guinean institutions have been strengthened through technical training on mapping, geospatial analysis, data management and REDD+ requirements.
- Technical and methodological procedures have been formalised, including the costs of implementing the NFS and its integration into the World Bank’s eMRV tool.
- The foundations for a robust and transparent National Forest Monitoring System have been laid, enabling Guinea to improve its forest governance, better meet its climate commitments (NDCs, REDD+) and facilitate access to international financing.
